Abstract

Peer review is a cornerstone of the modern scientific publishing system. However, peer review’s legitimacy is increasingly challenged by a scientific and publishing questionable practices. This seminar examines what factors contributed to the diffusion of these malpractices, and explores the role of transparency to preserve the quality and fairness of the peer review process.

 

Marco Seeber

Marco Seeber is Professor of Public Policy and Administration at the University of Agder (Norway). He holds a Ph.D. degree in organizational studies, and previously worked in Italy, Switzerland (University of Lugano) and Belgium (Ghent University). His works examines the implementation and impact of policies and policy instruments (e.g. NPM, research metrics), science institutions (peer review, research evaluation), openness of Higher Education and scientific systems (internationalization, interdisciplinarity, academic careers). He has published several articles in international scientific journals, including Research Policy, Public Management Review, Higher Education, Studies in Higher Education. He has been interviewed for Nature, Science and Physics Today and his co-authored paper on the competition for attracting talent won the Swiss Prize for Research in Education 2019. He is among the promoters of an appeal to share peer review data featured in Nature and an appeal to share data on project funding evaluation addressed to the European Commission. He is co-editor in chief of the European Journal of Higher Education.
